Italy: Course on Naval Operations and the Law

The International Institute of Humanitarian Law (IIHL) has a strong association with maritime law having sponsored the publication of the Sanremo Manual on International Law Applicable to Armed Conflicts at Sea. This text is globally recognised as a key reference book for naval practioners and others. Accordingly, we are delighted that Professor Wolff Heintschel von Heinegg one of the foremost experts in Maritime Law and one of the authors of the Sanremo Manual will be participating in this course.

The course will seek to examine and understand the legal regime affecting the planning and conduct of Naval Operations across the entire spectrum of conflict providing participants with an opportunity to assess whether legal
and operational gaps in the law exist and, if so, what steps could be taken to remedy the situation. Participants will examine the following areas:

  • Law of the Sea principles relevant to naval operations
  • International law and the use of force
  • Rules of Engagement in the maritime context
  • Maritime claims and disputes
  • Maritime Law Enforcement
  • Anti-Piracy operations
  • Drug Enforcement operations
  • Terrorism and counter-proliferation issues
  • Naval Warfare
  • Peace operations in the maritime domain

The course will include briefings on naval operations and lessons-learned by military Officers and legal advisers who have been involved in such operations. There will also be a number of scenario-based exercises which participants will be expected to participate in. Participants will be provided with a copy of both the San Remo Manual on International Law Applicable to Armed Conflicts at Sea and the Sanremo Rules of Engagement Handbook for use during the course and to retain following course completion.

Administrative information The registration fee is 900 Euro. This should be remitted before the start of the course, or on arrival in cash or Euro currency cheque, credit cards are also accepted. The registration fee covers:

  • Transfers to/from Nice Airport
  • Course materials
  • Lunch and coffee breaks on working days
  • Welcome Cocktail & Canapés
  • Course Dinner
  • Photograph, IHL Plaque and Diploma

The registration fee does not cover all other expenses incurred by the participant such as hotel accommodation, laundry or telephone calls, or any other incidentals. The course "Obstetrics Unplugged" is desigend to provide non-specialist humanitarian actors with theoretical and practical knowledge in an experience oriented manner enabling them to gain confidence on the topic of SRH and to secure the best possible outcome for mother and child.

Registration Open for Week of Events

This year, UNOCHA, UNISDR and SPC are partnering to hold a week-long program of events in Suva, Fiji around disaster management and resilience in the Pacific. This is the first time the events have been streamlined into a single week. Since many participants have previously attended all three meetings at separate times, it is hoped that the new week-long combined program will maximise use of their time.

UNISDR will host Pacific Regional Disaster Resilience Meetingon 26 and 27 October

The Pacific Regional Disaster Resilience Meeting will be held in Suva, Fiji from 26-27 October 2015. This year represents a turning point for the Pacific and Global communities with two new key Disaster Risk Reduction (DRR) strategies being endorsed that will help shape the future of resilient development in the Pacific over the next decade. Namely, the Sendai Framework for DRR (2015-2030) recently endorsed by Pacific nations and United Nations General Assembly, and the forthcoming Strategy for Climate and Disaster Resilient Development in the Pacific (SRDP). In keeping with the traditions of the Pacific Platform for Disaster Risk Management, this regional meeting will bring together national and regional stakeholders to discuss and promote understanding of these new strategies, what they mean for the region and how partners can work together to implement them to help the region increase its resilience over the next decade for more sustainable development in the face of an increasing number and intensity of natural hazards in the region. Outcomes of the recent 3rd World Conference for Disaster Risk Reduction held in Sendai, Japan March 2015 where the Pacific participated in strongly will also feature prominently.

UNOCHA will co-host the Pacific Humanitarian Partnership Meeting on 28 and 29 October

Previously known as the Pacific Humanitarian Team regional meeting, the Pacific Humanitarian Partnership (PHP) Meeting has been held annually since 2008. In 2014 it brought together more than 130 representatives involved in humanitarian action in the Pacific region. As always, this meeting aims to strengthen the partnerships between actors, and broaden the network of practitioners who are likely to collaborate in disaster preparedness and response. While the agenda for the 2015 PHP meeting has yet to be set, events around TC Pam and TC Maysak are likely to dominate discussions and examine how we can better prepare and respond to disasters. Selected outcomes from the World Humanitarian Summit regional consultations in Auckland from 30 June to 2 July will also feature prominently, with a view to action some of the many recommendations that emerged from that event.

SPC will host the ACP-EU/SPC Building Safety and Resilience in the Pacific (BSRP) Project’s 2nd Regional Steering Committee (RSC) Meeting on 30 October

The ACP-EU/SPC Building Safety and Resilience in the Pacific (BSRP) Project’s 2nd Regional Steering Committee (RSC) Meeting will be held on 30 October, 2015 in Suva, Fiji. The meeting, held once every year, will be attended by representatives of countries covered by the project as well as other development partners involved in the implementation of the BSRP project. The EDF10 BSRP project is funded by the European Union and implemented throughout the Pacific Region by the Secretariat of the Pacific Community. The overall objective of the project is to reduce the vulnerability as well as the social, economic and environmental costs of disasters caused by natural hazards, thereby achieving regional and national sustainable development and poverty reduction goals in ACP Pacific Island States. The EDF10 BSRP project is now in its second year and this meeting will provide an opportunity for members to discuss critical issues that will support improvements to project implementation and sustainability of interventions.

ABOUT THE CONFERENCE

The conference aims to bring together the full diversity of the science and technology community, policy makers, practitioners and researchers from all geographical regions, at local, national, regional and international levels to discuss how the science and technology community will best support the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030.

The UNISDR Science and Technology Conference on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 will promote and support the availability and application of science and technology to decision-making in Disaster Risk Reduction.

The conference will launch the UNISDR Science and Technology Partnership for the implementation of the Sendai Framework and discuss and endorse the UNISDR Science and Technology (S&T) road map.

The S&T roadmap will define the expected outcomes of the science and technology work under each of the four Sendai Framework priority areas of actions and the ways to monitor progress and needs.

The main conference outcomes are to launch the UNISDR Science and Technology Partnership for the implementation of the Sendai Framework; and adopt the UNISDR Science and Technology 15 year road map (the draft road map will be available for input on the conference website in October).

Interactive sessions will be organised around four themes:

1) Scientific and technical partnership to support the implementation of the Sendai Framework:

2) Understanding disaster risk, risk assessment and early warning;

3) Use of science, technology and innovation tools, methods and standards to support the implementation and reporting of Sendai Framework and

4) Leveraging science through capacity development and research.

Italy: Third Course on International Disaster Law

The Course is organized in cooperation with the International Federation of Red Cross and Red Crescent Societies and the International Disaster Law Project and with the support of the Italian Red Cross.

The IDL course will offer participants an opportunity to analyse one of today’s foremost legal challenges namely the prevention and management of natural and man-made disasters.

Lectures will be delivered by distinguished speakers including Eduardo Valencia-Ospina (Special Rapporteur of the ILC on the Protection of Persons in the Event of Disasters), Walter Kälin (former Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons), academics, as well as representatives of relevant international and national actors concerned with IDL, such as the IFRC and OCHA.

The programme seeks to offer a comprehensive overview of the main practical, humanitarian and military issues related to the legal aspects of disaster prevention and management activities. Topics will be covered using a plenary-based approach complemented by practical exercises designed to test the participants’ ability to find outcome-oriented solutions through the application of relevant IDL provisions.

The programme is tailored towards:

graduate and post-graduate students with an interest in IDL; practitioners (e.g. staff of civil protection departments; staff of Red Cross and Red Crescent Societies; NGOs) involved in disaster management; academics; and professionals with an academic background in the areas of law, security studies, international relations, humanitarian assistance or other related fields, eager to expand their knowledge of IDL.

Course Directors

David Fisher (International Federation of the Red Cross and Red Crescent Societies) and the IDL Project coordinating team (Giulio Bartolini, Federico Casolari, Emanuele Sommario, Flavia Zorzi Giustiniani).

Applications will be considered on a rolling basis and prospective participants are therefore encouraged to apply early in order to secure a place. Applications will be reviewed by the Course directors. Unless all places are taken earlier, the final deadline for application is 20 May 2016. The Course is open to a maximum of 40 participants.

The participation fee is € 600 (Euros) and must be paid within 30 days from the notification of selection. Unfortunately no scholarships are available

Italy: Pilto Course on Statelessness

Statelessness, or the absence of a nationality, is a problem affecting at least 10 million people globally. There is no region on the planet that does not have significant numbers of stateless persons. In addition to the indignity of being without a nationality, stateless persons are often denied basic rights, such as access to education and health care. Their exclusion from citizenship marks their lives, and those of their families and communities, in dramatic ways. Yet while statelessness is a serious problem, it is one that can be resolved with relatively simple changes in national law and practice.

The newly established annual course on Statelessness is organized by the International Institute for Humanitarian Law in cooperation with the United Nations High Commissioner for Refugees. The course is designed for government officials and NGOs dealing with stateless people or looking into addressing statelessness in their country. The course lasts four days and is conducted in English. This course responds to the increasing demand for information on statelessness and ways to prevent and reduce statelessness. It includes presentations, case studies, simulations and practical exercises led by experts. The overall objectives of the course are to:

· Increase the participants’ ability to deal with the phenomenon of statelessness

· Encourage the sharing of good practices among participants on how to reduce and prevent statelessness and protect stateless persons.

· Promote the use and the implementation of UNHCR’s Global Action Plan to End Statelessness within 10 years as part of the #IBelong Campaign

· Encourage governments to accede to the Statelessness Conventions, establish or improve the implementation of safeguards against statelessness in nationality laws and remove gender discrimination from nationality laws

At the end of the course participants should be able to define who is stateless, analyze the causes and consequences of statelessness, identify gaps and discrimination in nationality laws and participate in designing national action plans for the prevention and reduction of statelessness and protection of stateless persons.

About the course:

The Sphere Project’s Humanitarian Charter and Minimum Standards in Humanitarian Response have become one of the most widely recognized tools for improving humanitarian action and accountability. The application of its principles, standards, and indicators, however, could be further improved by ensuring that adequate training is available. The intention of the Sphere Training of Trainers course is to fill this gap by preparing individuals to promote learning on applying the Sphere Handbook. This course will prepare you to train others on applying the Sphere Project's principles, standards, and indicators. It aims to promote effective Sphere training as a means to ensure aid workers are equipped with the skills and knowledge they require to deliver successful humanitarian aid programmes. You will learn from experience, observation, and feedback in highly participatory activities. The skills you gain will be put into practice and developed as you plan and deliver your own short Sphere training sessions. Successful participants will be eligible to be listed in the Sphere trainers’ database after undergoing this training and delivering at least two Sphere workshops.

Who should attend?

The course is aimed at individuals from humanitarian and development agencies with at least two years' experience in disaster response, prevention, mitigation and/or preparedness. Ideal candidates will have specific responsibilities linked to quality and accountability and a good working knowledge of the Sphere Handbook (2011 Edition).

Date: 8. – 11.09.2016
Time: 9 am to 6 pm

Registration will take place from 8.45 am on Thursday (8.9.2016). Training will begin at 9.00 am and finish at 6.00 pm each day. Participants will be actively encouraged to engage in classroom discussions, group work and a simulation or case study. The trainers will draw on both theoretical and practical knowledge in order to make the experience and learning applicable to the realities of field logistics in a humanitarian disaster.

In an increasingly globalised world and in particular during a humanitarian mission we meet people of diverse cultural backgrounds and their system of value. Even under everyday conditions cultural differences in behaviour may lead to irritation and confusion when you experience strange behaviour and have no context for understanding the foreign environment. During a humanitarian mission we do not only meet people with a foreign cultural background – we meet people under absolutely exceptional circumstances. Needless to say – so does your vis-à-vis.
„An enourmous amout of compassion - and a thick skin“ are key factors for a successful mission. About the course:

The Sphere Project’s Humanitarian Charter and Minimum Standards in Humanitarian Response have become one of the most widely recognized tools for improving humanitarian action and accountability. The application of its principles, standards, and indicators, however, could be further improved by ensuring that adequate training is available. The intention of the Sphere Training of Trainers course is to fill this gap by preparing individuals to promote learning on applying the Sphere Handbook. This course will prepare you to train others on applying the Sphere Project's principles, standards, and indicators. It aims to promote effective Sphere training as a means to ensure aid workers are equipped with the skills and knowledge they require to deliver successful humanitarian aid programmes. You will learn from experience, observation, and feedback in highly participatory activities. The skills you gain will be put into practice and developed as you plan and deliver your own short Sphere training sessions. Successful participants will be eligible to be listed in the Sphere trainers’ database after undergoing this training and delivering at least two Sphere workshops.

Who should attend?

The course is aimed at individuals from humanitarian and development agencies with at least two years' experience in disaster response, prevention, mitigation and/or preparedness. Ideal candidates will have specific responsibilities linked to quality and accountability and a good working knowledge of the Sphere Handbook (2011 Edition).

Registration will take place from 8.45 am on Thursday (2.3.2017). Training will begin at 9.00 am and finish at 6.00 pm each day. Participants will be actively encouraged to engage in classroom discussions, group work and a simulation or case study. The trainers will draw on both theoretical and practical knowledge in order to make the experience and learning applicable to the realities of field logistics in a humanitarian disaster. The fees are inclusive of all training resources and refreshments.

Humanitarian aid workers that are sent on international disaster missions are often confronted with pregnant women and women giving birth. Important decisions regarding the well-being of mother and child have to be made without suitable intruments or any other support. For those aid workers that are not specialized in sexual und reproductive health (SRH) this involves a great amount of uncertainties.

The course "Obstetrics Unplugged" is desigend to provide non-specialist humanitarian actors with theoretical and practical knowledge in an experience oriented manner enabling them to gain confidence on the topic of SRH and to secure the best possible outcome for mother and child.

The course on International Disaster Law (IDL) offers participants an opportunity to analyse one of today’s most important legal challenges: the prevention and management of natural and man-made disasters. Lectures will be delivered by distinguished speakers including Eduardo Valencia-Ospina (Special Rapporteur of the ILC on the Protection of Persons in the Event of Disasters), Walter Kälin (former Representative of the UN Secretary-General on the Human Rights of Internally Displaced Persons), academics, as well as representatives of relevant international and national actors involved in IDL, such as the IFRC, OCHA, WHO, IOM and the Italian Red Cross.

The programme seeks to offer a comprehensive overview of the main practical, diplomatic and military issues related to the legal aspects of disaster prevention and management activities. Topics will be covered using a plenary-based approach complemented by practical exercises designed to test the participants’ ability to find outcome oriented solutions through the application of relevant IDL provisions. The course is tailored towards graduate and post-graduate students with an interest in IDL; practitioners (e.g. staff of civil protection departments; staff of Red Cross and Red Crescent societies; NGOs) involved in disaster management; and professionals with an academic background in the areas of law, security studies, international relations, humanitarian assistance or other related fields, eager to expand their knowledge on IDL.
